The Pradhan Mantri Awas Yojana (PMAY) aims to provide affordable housing to the economically weaker sections across India. In Jammu and Kashmir, this initiative has seen significant progress, with more than 31,000 houses completed under the PMAY-Urban scheme. This achievement marks a crucial step towards ensuring that families in the region have access to safe and secure housing.
As of now, 99 percent of the sanctioned rural houses under PMAY-Gramin have been constructed, showcasing the commitment to improving living conditions in rural areas. Under the PMAY-Urban Mission 1.0, 39,153 houses were sanctioned, with 31,173 already completed, reflecting the government’s dedication to addressing housing shortages.
In a recent update, it was reported that over 2.12 lakh applications have been received under PMAY-Urban 2.0, with 2,120 houses approved. This influx of applications indicates a growing interest among residents in securing housing through this scheme.
Financial assistance has played a pivotal role in this progress, with Rs 54,231.37 lakh released to beneficiaries at different construction stages under PMAY-Urban. Additionally, 3,432 beneficiaries have availed themselves of subsidies amounting to Rs 1,082.36 lakh under the Credit Linked Subsidy Scheme (CLSS).
However, challenges remain. Delays in construction are often linked to beneficiary constraints and rising material costs. Observers note that the nature of the Beneficiary Led Construction (BLC) model, where beneficiaries undertake the construction themselves, can contribute to these delays.
To combat these issues, the administration has introduced an interest-free loan facility of INR 2 lakh per beneficiary through J&K Bank, aimed at addressing funding gaps and accelerating construction efforts. Verification committees have also been constituted at multiple levels to expedite scrutiny and approvals, ensuring that the process remains efficient.
Clear land ownership is a mandatory condition under both PMAY-Urban and PMAY-Gramin, a measure designed to avoid future disputes over property rights. Dedicated verification teams have been deployed to facilitate the implementation of the scheme, further underscoring the government’s commitment to this initiative.
As the program continues to evolve, officials express optimism about the future of housing in Jammu and Kashmir. With ongoing efforts to streamline processes and provide financial support, the hope is that more families will soon benefit from the security and stability that comes with having a home.
