CS Reviews State Pragati Portal and Reforms in Dehradun

In a pivotal meeting held on April 1, 2023, in Dehradun, Chief Secretary Anand Bardhan reviewed the State Pragati Portal, a key initiative aimed at enhancing the monitoring of significant state and centrally sponsored schemes. This review comes at a time when the government is pushing for greater transparency and efficiency in service delivery.

The State Pragati Portal is designed to monitor all significant schemes, ensuring that the implementation is tracked effectively. This initiative aligns with the broader goals of the D-BRAP-2025, which includes 154 reform points that all states and union territories are expected to implement.

In addition to the portal review, the Chief Secretary urged departments to fast-track pending reforms under D-BRAP-2025, which aims to transform governance through digitization, transparency, and time-bound service delivery. “The CS underscored the significance of these reforms in improving citizen welfare and fostering a conducive business environment across J&K,” noted Atal Dulloo, who echoed Bardhan’s sentiments.

As part of these reforms, a real-time monitoring dashboard for service delivery has been developed in line with guidelines from the Department for Promotion of Industry and Internal Trade (DPIIT). This dashboard is expected to provide a clearer picture of service delivery timelines and efficiency.

Atal Dulloo further remarked, “The pace of reforms must be sustained and tangible outcomes achieved without exception,” highlighting the urgency of these initiatives. The reforms are not just bureaucratic changes; they are aimed at improving the lives of citizens and creating a better business environment.

Meanwhile, the meeting also coincided with the resignation of CS Garvita Gaba from Shri Krishna Prasadam Limited, effective February 16, 2026, which was attributed to personal reasons including marriage. This change in leadership comes as the state focuses on reforming its governance structures.

The emphasis on digitization and transparency reflects a growing recognition of the need for modern governance practices that can respond effectively to the needs of citizens.
